Tender of Booni-Torkhow road, tender box
opens in midnight
By Zahiruddin
CHITRAL: The officials of communication
and works division Chitral reportedly opened the tender box late in
the night on Thursday and doled out the contract of the different
portions of the construction Booni-Shagram road on lucrative rates.
A number of contractors alleged that the shady process was adopted
by the officials to let the contractors convince each other and get
the contract on higher rates. After a brawl between the two groups
of contractors in the afternoon on Thursday, the local police had
taken into custody the tender box. Inner sources said that as per
codal procedure, the tenders were to be called afresh in a later
date but the officials got the box back from the police possession
in the night and opened the tenders in transgression of their
powers. Sources said that out of the total sixteen portions of the
work, the contracts of eight were in above the scheduled rates
inflicting loss of millions of rupees to the public money. The
sources requesting anonymity said that in utter violation of rules,
the tender forms were accepted even in the night time just before
the opening the box while the time had already expired. When
contacted by chitraltimes.com, the sub-divisional officer of C&W
said that he did the process the on the instructions of executive
engineer who was not present in the district. Talking to
chitraltimes.com from Upper Dir on telephone, the executive
engineer confessed the convincing among the contractors and said
that the tenders were opened when the contractors compromised each
other. He however denied that he had ordered the opening of the
tenders in the night time.
Meanwhile The elites of Torkhow tehsil have
demanded of the government to start work on Booni-Shagram road
without any delay for which they have been waiting since long.
Addressing a crowded press conference here on Sunday, Haji Muhammad
Hussain, Yaqoob Shah, Syed Murad, Abdur Razaq and others said that
the work on the 28-kms long road was delayed for the third time on
different pretexts which they will not tolerate any more. They
warned the provincial government that the people of Torkhow tehsil
and Terich union council will lodge protest movement if work was
not started on the site by the end of the month. They said that the
area is still without road facility and the road project of black
topping and widening of the road from Booni to Shagram Torkhow had
brought relief to them. The elites claimed that the recent tenders
of C&W department for the work were transparent and there was no
any flaw in it.
