By Zahiruddin
CHITRAL: PIA flights to Chitral from Islamabad and Peshawar
operated on Monday after eight days which cancelled due to
inclement weather in Chitral. The closure of Lowari top road due to
heavy snowfall has put the people of Chitral in hardships of
different dimensions but the decision of the federal government to
open the unfinished Lowari tunnel for two hours daily has mitigated
the sufferings, the people said. The complained that the government
has let loose the transporters to fleece the local people who have
enhanced the fares both passengers and the goods. They said that
due to the Lowari tunnel, the length of journey through the Lowari
top has curtailed by two hours but the fares have been increased by
more than forty percent causing the prices of essential commodities
to overshoot.

Local Support Organization(LSOs) role lauded
By Zahiruddin
CHITRAL: The regional programme manager of Aga Khan Rural
Support Programme (AKRSP) Chitral Engineer Sardar Ayub has said
that local support organizations (LSOs) play like arteries in the
rural development of Chitral district in sectors of life on the
basis of community participation. Addressing the concluding
ceremony of a three-day workshop on ‘change management’ for the
managers of LSOs in Chitral here on Monday, he said that the
organizations have been organized on union council level and have
been strengthened both in terms of training and resources. He said
that through the participatory approach of development, the rural
communities have been enabled to manage and mobilize their local
resources and potential for their problems. Mr. Ayub said that the
development workers must possess the knowledge of how to enable the
rural people to keep pace with the fast changing world and solve
the problems that cropped up as a result. He said that the
routinely tedious officialdom must be evaded to create ease for the
populace as the present age needs quick response for each problem.
Expressing his satisfaction over the functioning and efficiency of
the development networks in the district, he claimed that it was
AKRSP which introduced the idea of mass participation in
development process in 1983. He said that transparency is the main
characteristic of this process which has made it acceptable to all
segments of the society. The former regional programme manager
Miraj Khan and social organizers Muhammad Karam, Hussain Ahmed and
other also spoke on the occasion to highlight the course on change
management. The managers and members of the executive committees of
