Rs. 928.200 Budget of district
government presented

CHITRAL: The annual budget of the district government was
presented in the zilla council Chitral here on Friday the volume of
which is 928.200 million rupees with a major component of 877.772
million rupees for non-development expenses. District nazim
Maghfirat Shah tabled the proposed budget before the house for
approval which was presided over by acting convener Amirullah Khan.
The district nazim told that the budget was formulated in the light
of provincial finance commission which included 50.428 million
rupees while the allocations of funds to the districts is made by
the province in proportion of population due to which Chitral
district gets a paltry amount of money for development. He told
that the length of roads in the districts is well above 1200 kms
for the repair and maintenance of which only 6 million rupees have
been proposed while for petty repairs in the government-run schools
13.508 million rupees and for purchase of essential paraphernalia
in the schools, 4.345 million rupees have been earmarked. He
emphasized on the members of the house to keep strict vigilance on
the utilization of money for repair in the schools of their
respective union councils to make them judicious and check the
shady and dubious practices which have been noticed in the past. He
told that strengthening of the parents teachers councils (PTCs)
will be given accorded priority during the year to ensure the
participation of parents in the school affairs and augment the
quality of education by proper management. He said that as
non-salary component of the budget, the education department gets
the highest share which is 26.861 million rupees. The district
nazim told the house that for the first time, one million rupees
have been proposed in the budget for disaster management as the
district is prone to many natural hazards which have played havoc
with human settlement in the recent past. He said that the district
government can approach the donor agencies for financial and
technical assistance only if it allocates a substantial amount for
the purpose of disaster management. He told the house that Chitral
was the first district to have formulated an exclusive disaster
management plan and approved by this house and subsequently by the
provincial government. He proposed to sponsor the educational
expenses of talented but needy students on college level, award
stipend to the first three position holders of matriculation
examination in the district level. Addressing the house, the
district nazim said that the greatest achievement of the district
government is the launching of a development project named Chitral
Integrated Area Development Project (CIADP) funded by Norwegian
government. he said that the project will encompass all the sectors
of development while priority will be given to clean drinking water
projects and education. He said that the project He asked the
members of the house to make extensive consultations of the public
on union council level to prioritize the needs and problems.
Chitral DCO Motasim Billah Shah and executive district officers of
different devolved departments attended the session which was
adjourned till Saturday to open discussion on the budget proposals.

Monor boy drowned in river Chitral

CHITRAL: A minor boy drowned in Chitral river here on Friday
near Chew bridge while swimming, the eye-witnesses said. the name
of the boy could not be ascertained till filing of this report.
